The Resilient

Evolving hybrid threats require collaborative resonses

Russia is waging a hybrid war against Europe and NATO as drones violate European airspace and physical critical infrastructure is being sabotaged. One common thread links Russia’s hybrid attacks: its innovative and disruptive use of technology.

Satellite and radio frequencies are regularly jammed over the Baltic Sea, drones shut down airports and threaten military bases, while ships and tankers sabotage critical infrastructure on important shipping routes.

The Resilient’s first update focuses on how European and national authorities and companies can effectively defend themselves against Russian hybrid warfare.

About the Resilient

The Resilient is a newsletter on emergency preparedness, critical infrastructure, and the EU CER Directive, aimed at public authorities and companies engaged in preventing, resisting, and managing incidents that challenge society’s essential functions.

The threat and risk landscape in Europe has changed radically within just a few years. Hybrid warfare from Russia has become part of everyday life for authorities and companies operating critical infrastructure, while climate change and extreme weather threaten security of supply and put emergency preparedness under pressure.

The Resilient covers how European countries can better handle major accidents, extreme weather events, sabotage and hybrid threats. We highlight best-practice cases where new technology and knowledge are applied to secure infrastructure, ensure reliable critical communication, and strengthen crisis management during emergency events. We speak with municipal emergency services, the Coast Rescue Service, marine pollution response units, emergency call centers
