Bastien Guerry studied philosophy and cognitive science. He
became involved in the Free Software movement in the 1990s and taught
himself to code by contributing to GNU Emacs. In 2017, he joined the
Public Interest Entrepreneurs programme at Etalab, the French open
data agency, where he discovered the challenges public institutions
face in using and publishing Free Libre and Open Source software. The
following year, he launched the BlueHats movement, which brings
together public-sector Free Software enthusiasts. Since 2021, he has
been the Free Software Officer at the Interministerial Digital
Directorate, leading its Open Source Programme Office (code.gouv.fr).
In 2025, he joined the Software Heritage project to lead products and
partnerships with industry and the public sector.
